The year 2000 will be the decisive year in the legal and political
struggle for the life of Mumia Abu-Jamal. We are asking all people of
conscience to join us in mass non-violent civil disobedience and a
simultaneous legal rally on Monday, February 28, at the U.S. Court of
Appeals in San Francisco, CA. This West Coast demonstration will
coincide with mass non-violent civil disobedience at the U.S. Supreme
Court in Washington D.C.
It is apparent to many journalists, scholars, legal experts, social
justice and human rights activists around the globe that Mumia's case
represents one of the most important political death penalty cases in
U.S. history. On October 13, 1999, a second death warrant for Mumia was
issued by Pennsylvania Governor Tom Ridge. Although a stay of execution
was granted 14 days later, that stay is simply a temporary postponement.
It is clear that the state and much of the mass media will stop at
nothing to execute and terminally silence Mumia. It is time to further
intensify our resistance.
The East and West Coast actions will generate national and international
attention through the participation of public figures and activists from
around the country who will risk arrest. It will focus attention on the
federal court, which may decide Mumia's fate sometime next year.
Mumia's case is now in its FINAL appeal, yet the federal courts' powers
to review death penalty convictions have been drastically curtailed by
the 1996 Effective Death Penalty Act. In Mumia's case, mountains of new
evidence was presented to the Pennsylvania court showing that the police
had coerced false testimony against Mumia and suppressed several
eyewitnesses who saw another man shoot the police officer. All of this
new evidence was rejected by the same notoriously racist "hanging judge"
who had presided over the original, 1982 trial. Under the Effective
Death Penalty Act, the federal court will be bound by these biased
rulings not to even consider any of the critical evidence, and will
essentially becoming a rubber stamp for the state court's decision
affirming Mumia's conviction and death sentence, unless it decides to
hold its own evidentiary hearing. Federal district judge Yohn will be
considering this key question of whether to grant Mumia an evidentiary
hearing during the first few months of 2000.
The coordinated mass civil disobedience will expose our outrage at the
Effective Death Penalty Act and this country's current rush to kill its
death row inmates. We will demonstrate our support for Mumia as a
political prisoner and the other some-100 political prisoners still held
in U.S. prisons and jails. During a year that will celebrate the 200th
birthdays of John Brown and Nat Turner, we will carry on a tradition of
taking powerful collective action against institutionalized racism.
Join us in shutting down the federal court and showing the world that
there is no justice in America as long as Mumia remains in prison and on
death row. Free Mumia!

As 1999 draws to a close, I want to share some exciting news we've received!
After months of public pressure, positive press coverage, and ongoing
dialogue, Pennsylvania Senate Judiciary Committee Chairperson, Senator
Stewart Greenleaf (R-Montgomery County) has indicated that he will permit
hearings to be held on Senate Bill 952 in the spring of 2000! SB-952 would
impose a 2-year halt to executions in Pennsylvania while a commission
investigates the application of the state's death penalty.
While a Judiciary Committee hearing is a long way from a moratorium (and a
moratorium is, for us, only a first step toward abolition), this is a
SIGNIFICANT development. On May 1st of this year, death penalty opponents
from across the state rallied in Harrisburg, demanding that legislation for a
moratorium be introduced in the General Assembly. Ten days later, Senator
Edward Helfrick (R-Northumberland) and four Democratic cosponsors introduced
SB-952 in the Pennsylvania Senate. Within weeks, an identical bill was
introduced in the state House of Representatives. Early on, Senator
Greenleaf criticized the bill and stated that he was opposed to holding
hearings in the Judiciary Committee. People of conscience across the state
wrote letters to Senator Greenleaf, and constituents from his district met
with him to demand that he end his bureaucratic stonewalling. In the closing
months of the year, as Senator Greenleaf prepares to run for the United
States Congress seat held by Representative Joseph Hoeffel (D), he has
decided that he simply cannot afford to be perceived as insensitive to the
consciences of many Pennsylvanians. In a congressional race that was decided
by several hundred votes in the last election, Senator Greenleaf does not
want to be the subject of public protest or the target of criticism.
The specific date and logistics of the hearings still need to be arranged,
however this news represents a significant shift in the struggle for
abolition in Pennsylvania. In recent years, death penalty opponents in
public office feared the response of voters to their position. The tide is
now beginning to turn, with advocates of executions recognizing that there is
a political price to be paid for the "more, faster, harsher" stance that
panders to the spirit of violence and vengeance in our society. This
election year, death penalty proponents will be hoping to keep capital
punishment out of the public eye.
Not a chance.
We will continue to keep you posted on developments around the hearings and
how you can play a role in moving this bill forward--until then plan on
attending the April 15, 2000 Rally. As always, continue to speak out, to
educate, to challenge, and to get involved. Thanks for all your efforts in

Sacred Circle of Unity and Justice Formed to Save Free Mumia, in Oakland!

One way WE commemorated International Human Rights Day in the Bay Area was
last Saturday's "Sacred Circle of Unity and Justice" for our dear Brother
Mumia Abu-Jamal, at the Federal Building in Oakland. It was quite
impressive!
I was very honored to share the "MC" duties with Sisters Muhjah Shakir and
Laura Herrara, and Brothers Kali Akuno and Jeff Mackler. WE greatly
appreciate the special libations and prayers offered by Brother Minister
Mxolisi Ozo-Sowande, of our Wo'se Community Church of the Afrikan Sacred
Way; and, Brother Minister Keith Muhammad of the Nation of Islam's
Muhammad's Mosque #26 in Oakland, who is the local representative of Elder
Minister Louis Farrakhan and Ancestor MINISTER ELIJAH MUHAMMAD (himself a
former political prisoner in the 1940s, and victim of the u.c.p.s.
government). WE, of course, are also grateful that Mumia—who continues to
suffer on the prison state of pennsylvania's murder-row—took the time to
write and send us a special statement to share with our assembly.
Our sacred gathering for Mumia was joined by hundreds of mostly young
people of color who had expressed themselves earlier at a spirited
cultural-political event (in front of City Hall) and march through
downtown Oakland, organized by STORM and the Third Eye Movement. WE
applaud for another great job fellow Black Radical Congress members
Brothers Van Jones and J. Imani, as well as Sisters Maria Cordero, Harmony
Goldberg and many others. Several of these younger leaders reported on the
meeting they forced with Attorney General Janet Reno last week, where they
demanded the release of Mumia, other political prisoners and an immediate
investigation of the police department in Philadelphia.
Numerous heavyweight champions for justice—like Larry Holmes of the
National People's Campaign; David Hilliard, former political prisoner and
Black Panther Party for Self Defense leader; Jack Heyman of the dynamic
ILWU (longshore worker's union which shut down west coast ports not only
on Mumia's earthday, 24 April, but on the first day of the WTO); Frances
Free Ramos of Comite 98 and the Puerto Rican Independence movement;
Angela Davis, former political prisoner, honored us with her presence and
guiding words; and, many other community, labor and youth
activists—energized our circle.
Finally, WE say ASANTE SANA (and pay special thanks) to Elder Willie and
Mrs. Mary Ratcliff, publishers of the Bay View newspaper; Elder Chuck
Johnson of SoulBeat International Television; Elder Eddie Abrahms, of the

Dear Sisters and Brothers,
I am writing you on behalf of the International Committee to Save the Life
of Mumia
Abu-Jamal to ask for your support to a prominent international delegation
composed of
human rights leaders from throughout the world that will be going to the
White House
and Justice Department on January 12 to demand a new trial for Mumia
Abu-Jamal.
The Pennsylvania governor has signed an execution order notwithstanding the
transparent
violation of the human and civil rights of this distinguished
African-American journalist and
political activist.
President Clinton has the obligation and the legal authority to instruct
Attorney General
Janet Reno to investigate the patent abrogation of elementary due process
in the trial of
Mumia Abu-Jamal. The breach of his basic civil rights is more blatant than
in multiple
proceeding cases which precipitated prompt federal intervention by the
Justice Department.
Critical ballistics evidence exonerating Mumia Abu-Jamal was suppressed and
kept from
the jury. The police have been found to have threatened key witnesses, who
have come
forward subsequently to acknowledge that perjury was suborned.
Judge Albert Sabo, who has sentenced more people to death than any other
sitting judge
in the United States, is a member of the Fraternal Order of Police, vocal
in his antipathy
to disadvantaged defendants. His conduct of such trials has been so
egregious that, in
unprecedented action, six former Philadelphia prosecutors issued a sworn
court statement
declaring that no accused person can receive a fair trial presided over by
Judge Sabo.
African American jurors were systematically precluded from the jury in
compliance with
an illegal and discriminatory training film used by the district attorney
to instruct Philadelphia
prosecutors in how to exclude Blacks from juries.
Rarely has there been so manifest and clear a violation of federal law and
Justice
Department procedures for protecting civil rights. Not since the Haymarket
martyrs, Sacco
and Vanzetti and the Scottsboro Boys has a miscarriage of justice so
aroused the conscience
of people throughout the world.
Hundreds of thousands of signatures have been gathered on a petition urging
President
Clinton to act, to instruct the Justice Department to investigate these
violations of human
and civil rights of Mumia Abu-Jamal and to provide a new and fair trial in
which the full
evidence may be presented.
Personal letters to President Clinton will be carried from distinguished
figures, including
Oskar Lafontaine, former Minister of Finance in Germany, and Aime Cesaire,
Mayor
of Fort de France in Martinique.
The International Delegation will include members of Parliament from many
continents,
as well as leading trade unionists and human rights activists.

"Mr. President,
"We call upon you because you have the power to prevent an irreparable
injustice: the execution of Mumia Abu-Jamal. The Supreme Court of the
United States has just rejected without any commentary the appeal submitted
by Mumia Abu-Jamal's lawyers.
"Whatever our country, our nationality, our political, philosophical or
religious
opinions, or the color of our skin, we the undersigned are staunch defenders
of human rights and justice.

Students and Punks Jailed in Mumia March Finally Released

On December 11th, 98 people were jailed, participants in the March for
Liberty
for Mumia and in Solidarity with the Prisoners in Seattle. The march ended
with
a confrontation in front the U.S. embassy.
19 of the prisoners were minors, 22 of them female, and the rest male. The
minors were released on December 13th. The same day, in surprise police move
carried out at 4:00 AM, the police special forces group GERI transported the
detained in riot police vans. The prisoners travelled face-down and were
beaten
and threatened that they were going to be moved to Military Camp #1, that
they
were going to be killed and that their bodies would be disappeared. (Military
Camp #1 is infamous for the massacre of students in 1968. It is said that it
was there that the bodies of those massacred on October 2nd of that year were
burried.)
Thirty minutes later, the prisoners arrived at the Northern Penitentiary.
This jail,
located in an isolated area in the north of the Federal District (Mexico
City), is
surounded by gardens germinated by abandoned trash cans. Dozens of wild dogs
roam the surrounding area without anyone bothering them. In the middle of
all this,
the prison building appears to be the entrance to hell.
The prisoners believed themselves to by in Military Camp #1. You can
understand
the terror that some of them felt in their bones. The humiliation began.
First the were forced to walk in "duck formation." This consists in walking
in a
squatting position and making quacking sounds. Those who did not do it
were forced
to kicks and punches. The walked and walked. One person fell from
exhaustion and
they grabbed him by the hair and dragged him around.
Later they were forced to stand with their hands held up high. They could
not tell
exactly how long this humiliation lasted.
After being beaten by the special forces group GERI, they were placed in the
custody of the jail guards, who "welcomed" them with careful blows designed
not to
leave marks.
A high bail had to be paid to free them.
Unions such as STUNAM, SITUAM, SME and the Pilots and Aviators showed their
solidarity with large sums of money. Brigades were formed to solicit
economic help
from the public, finally the money was raised.
On the evening of Wednesday December 15, hundreds of people met at the west
exit of the prison known as 'la aduana' or 'customs.' They carried signs
demanding
the release of the prisoners.
The anarchist punks were grouped together below a large banner of the
Anarcist
Black Cross. Each school yelled its chants, just as we did:
"prisoners to the street - we demand their liberty
defeat the prisons - total amnesty!!"
"Freedom to those imprisoned for struggle!!"
No to the jails of the murderous state, no more hiding of the errors of the
system,
no to the terrorist state that locks up those who rise above it and those
who struggle
against it, we want no prisoners and we will fight. No more prisoners.
The energy was happy because that night all of the prisoners would be
released.
They came out in groups of five. Each school received their friends in
their own way.
The punks were surrounded by a great chanting circle:
"cachun cachun hardcore
social revolution, punks!!"
or
"o-eh, o-eh, o-eh - free punks
o-eh, o-eh, o-eh - free punks!!"
An anarquist compa from the Acatlan school came out visibly hurt, another
showing
a left black eye. Another came out with his fist in the air shouting
Anarchy. Another
jumped up and down with happiness for being free.
The yells and chants got more intense, and there was even a kind of
competition
between the punks and the students from CCH Vallejo. The latter yelled:
"Armando hold out, Vallejo is getting up"
while we yelled:
"Armando resist, your people are still here"
When he got out, one of his ribs was bothering him due to the beatings, but
he still
had to endure several hugs.
One punk who we didn't know recieved the same welcome. All were released.
The joy was immense. They were free - could this be true?
Those who were just-released were informed that they would have to appear the
following day to sign a document. They were told that they had recieved an
"Auto de
Formal Prision," it could be said that they had been provisionally released.
Until when?
We don't know. What we are sure about is that whatever happens, as
anarchists
and punks we will be there.

The nights previous to the release, different schools of the UNAM had set up

Queretaro,
from Letra Negra, Mujeres Libertarias, from the old Cocina Popular
collective and
independent folks.)
We received and read solidarity messages from:
Anarchist punk collectives from Toluca, Oaxaca, Mazatlan, from Sylvi from
Australia, Utha in the United States, and also Max Sanchez telephoned, an old
militant anarchist and professional mariachi musician from Sonara. To all
